WRC (Water Research Council)

Background

The core mandate of WRC is to support sustainable development through research funding. knowledge creating and dissemination. To this affect, nTier has developed a Project Management or Funds Management System on the Compiere ERP and Oracle database platform. The solutions is on it's 10th year of deployment and has since been migrated to Adempiere using the PostgreSQL database. The system has over 700 internal and external users.

Functionality Deployed

Besides prioritising and co-ordinating water research, the WRC has a responsibility to manage the funds they receive and disburse to researchers and to ensure that the researchers are using the funds appropriately.

Proposal Invitation and Submission - The system dynamically publishes the projects and their terms of reference on the web and monitors their expiry date at which time it closes submission against the specific project.

Initial Internal Evaluation - Proposals are evaluated for compliance and whether they meet the goals of the specific project. The decision is recorded in the system and the relevant emails are automatically sent out.

External Review - All proposals received must be reviewed and evaluated by independent third parties outside of the WRC.

Internal Evaluation - The proposals are reviewed again internally by a panel, taking the consolidated external reviewer comments and scores into consideration.

Contracts - All finally accepted proposals are converted to Projects after the finalisation of the Contact, which is also recorded and tracked in the system.

Project Management - Deliverables Management, Payments, Meeting Management and Capacity Building.

Reporting - Monthly Deliverables commitment, Late Deliverables, Deliverables Payments,       Active Projects, Overdue Projects, Project Leader Performance, Capacity Building, External Reviewers and many more.
